Mankind is currently experiencing an innovative type of progress in all areas its activities, which characterized by rapid changes technology and knowledge. First all, it a time improving the basic sciences, knowledge-intensive technologies applied projects. This, turn, requires, first, formation new person, models behavior implementation acquired knowledge; secondly, perfect mastery ability society to transform knowledge innovations produced them into effective results their own implement various spheres lives. The manage mechanism innovation will be prerequisite for radical positive human activity, including political, economic, spiritual others. key tool implementing these decisions should as driver society.
